CJK localization probrem.

-Complete unicode support for language file and internal routines. (appear garbled charactors)
-Property > Editor > Unicode is broken (Meiryo, 10pt, Japanese)
-Support inline input by CJK Input Method. (e.g. Google IME, MS-IME, Global-IME, ATOK, SKK)
